In a decisive move against violent crime, the Trump Justice Department announced federal charges Tuesday against Decarlos Dejuan Brown Jr., 34, in the brutal stabbing death of Ukrainian refugee Iryna Zarutska aboard Charlotte’s light rail system. - On August 22, 2025, at 9:55 p.m., Charlotte Mecklenburg Police responded to reports of an assault on the Lynx Blue Line.
- The victim, 24-year-old Ukrainian refugee Iryna Zarutska, had been stabbed multiple times inside a light rail car.
- Surveillance footage shows Zarutska entering the car and sitting directly in front of Brown. Minutes later, Brown pulled a knife and stabbed her three times from behind before calmly walking away.
- Responding officers apprehended Brown on the platform moments later.
Newly released footage reportedly shows Zarutska suffering as the attack unfolded — a harrowing moment that underscores the callousness of the perpetrator. Disturbingly, no other passengers intervened during the assault.
A Pattern of Violence
Brown is a repeat offender with a documented history of violent crime. Prosecutors have emphasized that this is not an isolated incident, and federal charges signal the government’s determination to pursue the maximum sentence possible.
Bondi stressed the broader implications:
“I have directed my attorneys to federally prosecute DeCarlos Brown Jr., a repeat violent offender with a history of violent crime, for murder. We will seek the maximum penalty for this unforgivable act of violence.”
