The war in Ukraine took another dangerous turn this week after senior Kremlin official and former Russian president Dmitry Medvedev declared that Russia no longer sees itself bound by traditional wartime rules when dealing with Kyiv. The statement came after one of Ukraine’s largest drone attacks on Moscow in years, including a strike on a key oil facility that exposed vulnerabilities deep inside Russian territory.
Russia’s Warning Raises Global Alarm
Medvedev, one of President Vladimir Putin’s closest allies, stated that “there are no longer, nor can there be, any rules regarding Kyiv,” while arguing that modern warfare has rendered older international conventions obsolete. He specifically referenced the Hague Conventions and suggested that nearly all actions are now permissible except the deliberate targeting of civilians.
The remarks followed a major Ukrainian drone offensive that struck targets around Moscow, including an oil refinery in the Kapotnya district. The attack triggered fires, airport disruptions, and renewed questions about Russia’s ability to defend its capital from increasingly sophisticated Ukrainian strikes.

Nuclear Threats Linger in the Background
Perhaps most concerning were Medvedev’s continued references to Russia’s nuclear arsenal. While he stopped short of directly announcing any change in Russia’s nuclear doctrine, his comments included warnings about “radioactive bones and ash” in the event of a wider conflict.
This is not the first time Medvedev has used nuclear rhetoric. Since the invasion began, he has repeatedly argued that Russia’s nuclear weapons serve as the ultimate deterrent against direct confrontation with NATO and the West.
Military analysts note that such statements are often intended to deter Western escalation and maintain psychological pressure on Ukraine and its allies. However, every new threat raises concerns about miscalculation as the war continues to intensify.
Ukraine Responds Defiantly
Ukrainian President Volodymyr Zelenskyy has shown no signs of backing down. Kyiv has increasingly demonstrated its ability to strike strategic targets inside Russia, arguing that such attacks are responses to ongoing Russian missile and drone bombardments against Ukrainian cities.
As both sides continue to exchange increasingly damaging strikes, the possibility of broader escalation remains a major concern for Europe and the international community.
A War Entering a More Dangerous Phase
The conflict has now stretched well beyond four years and has evolved from a regional war into a broader geopolitical struggle involving NATO support, sanctions, energy markets, cyber warfare, and nuclear deterrence.
Medvedev’s latest comments may not represent an immediate shift in Russian military policy, but they underscore the increasingly hostile rhetoric coming from Moscow as both sides seek leverage on the battlefield.
With Ukraine demonstrating an ability to strike deep inside Russia and the Kremlin signaling fewer restraints, the risk of escalation appears higher than at any point in recent months.
