For the second consecutive year, Palestinian Authority President Mahmoud Abbas has been denied a U.S. visa to attend the United Nations General Assembly in New York, escalating tensions between Washington and Palestinian leadership ahead of next week’s gathering of world leaders.

The Trump administration also extended visa restrictions against other Palestinian Authority and Palestine Liberation Organization officials.

Why Washington Says Abbas Is Barred

The State Department says the PA and PLO have again failed to comply with commitments under U.S. law.

Washington specifically cited Palestinian efforts to pursue action against Israel through international institutions including the International Criminal Court and International Court of Justice, attempts to gain international recognition outside direct negotiations, and continued Palestinian payments connected to people convicted or accused of attacks against Israelis.

The State Department says the restrictions are intended to hold Palestinian officials accountable for activities Washington believes undermine prospects for peace.

The Palestinian Authority rejects the U.S. position and has described the visa denial as unjustified.

Abbas Could Address U.N. By Video

The restrictions do not eliminate Palestinian representation at the United Nations. Personnel accredited to the PLO Observer Mission remain covered by a U.S. waiver.

Abbas may instead address the General Assembly remotely, as he did after being denied entry last year.

The dispute comes as the Israeli-Palestinian conflict is expected to feature prominently during the 81st U.N. General Assembly. World leaders will begin their annual speeches Tuesday.
