Britain Updates Its “War Books”

The British government is updating departmental crisis plans traditionally known as “War Books.” The government’s 2026 resilience report says the plans are being updated to establish how departments would respond to conflict and threats against the UK mainland. Britain is also planning a major home-defence exercise for 2027.

The government’s National Risk Register 2026 separately identifies the most serious risks facing the United Kingdom and emphasizes preparedness among government, businesses, communities and households.

Britain’s Military Chief Issues A Warning

Chief of the Defence Staff Air Chief Marshal Sir Richard Knighton has described the current period as the most dangerous of his 35-year military career, citing the threat environment created by Russia, conflict elsewhere and weaknesses that have developed in Western military forces.

But the potential threat is not limited to tanks crossing borders.

Modern conflict can include cyberattacks, attacks on infrastructure, disruption of communications and interference with critical systems. That means civilians could experience the effects of conflict without ever seeing a conventional battlefield.

Finland Offers A Different Model

Countries closer to Russia have already taken broader preparedness measures. Finland maintains conscription and a large trained reserve, while Sweden significantly changed its security posture following Russia’s full-scale invasion of Ukraine.

Britain faces a different geographic and demographic situation, but the debate is increasingly about national resilience—how quickly government, military and civilians could respond to a prolonged crisis.
