On February 9, 2012, Matt Andersson, identified by The Guardian as a former executive adviser in aerospace and defense at Booz Allen Hamilton, wrote that “weather has been weaponised.” Andersson went considerably further, claiming that the United States, Russia, China and Israel possessed technology capable of altering weather and geological events for military and covert operations. But there is an important historical fact behind the broader discussion: weather modification has been used for military purposes.

The Documented History

Declassified U.S. government records show that Project Popeye was proposed and tested during the Vietnam War. The program used cloud-seeding techniques with the stated objective of increasing rainfall along North Vietnamese and Laotian supply routes to interfere with transportation.

That history eventually contributed to international restrictions. The United Nations’ 1976 Environmental Modification Convention prohibits military or hostile environmental modification techniques when they produce widespread, long-lasting or severe effects. The United States ratified the convention in 1980, while China later acceded to it.

Geoenginnering Today

Modern geoengineering research is not synonymous with military weather warfare. The National Academies describes climate-intervention research involving concepts such as stratospheric aerosol injection and marine cloud brightening as possible methods of reflecting sunlight and cooling the Earth, while emphasizing major uncertainties and risks.

That distinction matters. Documented weather modification is one thing. Claims that governments can deliberately create earthquakes, hurricanes or global weather patterns on demand require substantially stronger evidence than a 2012 newspaper letter provides.

The Bigger Question

Andersson’s letter does not prove every claim it makes. But it does provide a striking historical reminder: the idea of manipulating the environment for strategic purposes is not science fiction. The documented military use of weather modification is real, and international law was created partly because governments recognized the potential danger.
