California is preparing for a potentially extraordinary winter. Gov. Gavin Newsom declared a statewide emergency Monday, September 21, as federal forecasters warn that the developing 2026–27 El Niño could become one of the strongest events ever recorded.
California Moves Before The Storms Arrive
The emergency proclamation directs state agencies to begin preparing before severe weather intensifies. Officials are being told to stage sandbags, pumps and other emergency equipment, strengthen flood defenses, prepare vulnerable highways and coordinate responses to possible flooding, landslides, debris flows and coastal erosion.
Caltrans will pre-position traffic-control, road-closure and snow-removal equipment, while the California National Guard is being prepared for potential flood response, search-and-rescue, engineering and logistical missions.
California Office of Emergency Services Director Caroline Thomas Jacobs said the state is “not waiting for this season’s storms to be on our doorstep.”
NOAA Warns Of A Very Strong El Nino
The concern is not simply political rhetoric. NOAA’s September 10 diagnostic discussion reported that El Niño is strengthening, with greater than a 90% chance of a very strong event during the Northern Hemisphere fall and winter. Sea-surface temperature anomalies in the eastern equatorial Pacific had exceeded 3°C.
NOAA’s California Current assessment says the event could rank among the strongest El Niño episodes in the historical record dating back to 1950.
For California, that raises the possibility of repeated heavy rainfall, strong winds, mountain snow, flooding, landslides, debris flows, large waves and coastal flooding. However, El Niño does not guarantee that every location will experience extreme weather, and the exact impacts remain uncertain.
The Bigger Picture
California’s emergency declaration is a reminder that major weather events can quickly become infrastructure and public-safety emergencies. Whether this El Niño ultimately becomes the strongest on record remains to be seen, but the current forecasts are strong enough that officials are taking extraordinary precautions.
