A Food Pantry Under Pressure: A San Jose pastor who operates a food pantry serving more than 1,000 people a day is facing a new city enforcement action that could force the operation to close within 60 days.

Lighthouse Food Rescue & Distribution, led by Pastor Ralph Olmos, was cited by San Jose on September 25 for distributing food on a sidewalk and operating in an area where the city says food-distribution centers are no longer permitted. The citation says daily penalties could reach $20,000 if the sidewalk distribution and canopies are not removed.

Who Depends On The Pantry? According to San José Spotlight, Lighthouse serves families, seniors, disabled residents and homeless people five days a week. Its offerings include milk, eggs, meat and fresh produce, along with specialized boxes for diabetics, vegetarians and homeless residents.

Olmos told the publication, “I’m up against the wall,” saying his religious convictions make it difficult to walk away from people depending on the pantry.

The City’s Position: San Jose Planning, Building and Code Enforcement spokesperson Marika Krause said the city values organizations helping residents and is working with the property owner to find a path forward while addressing health, safety and zoning requirements. The city says the zoning has changed and a special-use permit is no longer available for this location.

The Striking History: San Jose previously praised Lighthouse Ministries as a community “beacon of light” during the pandemic. A March 2022 city feature said the pantry served more than 1,000 people daily and provided fresh food to families, seniors, disabled and unhoused residents.

The city also proposed helping Lighthouse continue operating in 2022 by waiving special-use permit fees.
